He was born in 1983 in the district of Beyoğlu in Istanbul. He completed his primary and secondary education in Istanbul. In 2007, he graduated from the Department of Public Administration of Sakarya University. He has been teaching at a private institution since 2007. He graduated successfully from Marmara University, Department of Local Administrations and Administrative Sciences in 2013. In the same year, he started to work as a lecturer at Ayvansaray University in İstanbul where he is still working. He started his Ph.D. studies at the University of Istanbul in 2014 and continues in the fields of Public Administration and Local Administrations at Marmara University and Finance Theory at the same university. He has been General Secretary of Beyoglu Investors Group since 2016.Eymen Namazcı was elected as the Secretary of General of Beyoğlu City Council at the meeting of Beyoğlu City Council Executive Committee held on October 10, 2017.
